Its working title was Here Comes Everybody. The final name came from a phonetic-alphabet call on The Conet Project, Irdial's box set of numbers-station recordings, and a clip used in Poor Places led to a lawsuit settled out of court. The cover shows Chicago's Marina City towers. Tweedy wrote the words, and the music with Jay Bennett on eight of the eleven tracks. Tweedy and Stirratt arranged the horns and strings, Jim O'Rourke mixed it at Soma, and Steve Rooke mastered it at Abbey Road.

Uncut judged it a more successful record than Kid A, and Q found it battered, bonkers and bewitching. It was certified gold in 2004. For its twentieth anniversary the band played it in full in New York and Chicago with strings and horns, and an 11-LP Super Deluxe set in 2022 added four alternate sequences and a 2002 show at the Pageant in St. Louis. Pitchfork gave the reissue ten and called the album one of the defining rock records of the decade.
