Sutton recorded most of it himself at DustSuckerSound, with Talk Talk's Lee Harris on drums and percussion, Colin Bradley of Dual on guitar and a rotating cast of guests. Singers Anja Buechele, Rachel Dreyer and Silke Roch each sing on songs, so Sutton shares the lead voice. The record also reuses a found trumpet from Del Crabtree and found drums from Mark Simnett, recorded years earlier.

The songs mostly unfold as a succession of related sections rather than verse and chorus. 400 Winters is described as as an intro, a verse, a long chorus-like section and a long coda, ending on a piano chord sequence and what sounds like a distorted answerphone message. Burning the City is based on a three-bar pattern. Sutton leaked parts of the album to peer-to-peer networks, and Rose uses a slowed-down sample of his pet budgie.

Pitchfork's Sam Ubl gave it 7.7 in October 2004, calling it utterly unique and praising its textures and percussion while finding INQB8TR too congested. Somewhere Cold ranked it number one for 2004. The 400 Winters EP of June 2005 reworked three of its tracks with Bradley.
