Harvey produced it with Flood and John Parish at Townhouse Studios in London, with strings arranged by Pete Thomas. Island sent it to American radio on 2 February 1995 and released it in the UK on 6 February as a 7-inch and CD. It reached 38 in the UK, two on Billboard's modern rock chart and 28 in Ireland.

The song is about a woman who drowns her daughter, and its refrain is based on Lead Belly's version of Salty Dog Blues. In a 2005 Spin interview Harvey used it to argue that her songs are not autobiographical, saying critics believe she had actually given birth to a child and drowned her.

The video, by Maria Mochnacz, was shot on 35mm over two days in London, with Harvey in a red satin dress and a large wig. It earned an MTV Video Music Award nomination for best female video, and the song was nominated for a Grammy for best female rock vocal performance. Diplo sampled it in a 2005 remix of Mike Jones's Still Tippin'.
