Dust and Dreams was released after a seven-year gap, during which Latimer and Susan Hoover moved from England to California and set up Camel Productions. The album was inspired by John Steinbeck's The Grapes of Wrath. Latimer produced and engineered it, and it was made in the United Kingdom at Upstairs at Harry's and in the United States at Downstairs at Harry's. Go West was recorded at Abbey Road.

Colin Bass, Ton Scherpenzeel and Paul Burgess played with Latimer. David Paton and Mae McKenna sing on Rose of Sharon, one of the two songs Hoover wrote. The other is End of the Line. Bruce Lampcov mixed it at AIR Studios in London and Doug Sax mastered it at the Mastering Lab in Los Angeles. The album has 16 tracks.
