Dead Kennedys recorded their second album in San Francisco in June 1982. The band and the punk producer Thom Wilson are credited as producers, with a special thanks to Geza X for additional production. It was the first full-length album with D. H. Peligro. It is darker and more hardcore-influenced than the debut, as the band tried to build on the sound of Holiday in Cambodia. Biafra said the main influences were Bauhaus, Les Baxter and the Groundhogs, and it is his favorite Dead Kennedys album.
The cover places the band's name over Michael Wells's photograph Hands, showing the forearm and hand of a malnourished Ugandan child in the palm of a European missionary. Most pressings included a booklet with lyrics and collage artwork by Biafra and Winston Smith. Among the songs are Government Flu, Terminal Preppie, Forest Fire, Winnebago Warrior, Riot and Moon over Marin. On the compact disc, the In God We Trust, Inc. EP was later added as eight extra tracks.
