The cover carries the line that it is a pro-choice album. The songs take on the environment in I Had a Dream I Was Falling Through a Hole in the Ozone Layer, safe sex in Rubber Lover, the courts in Fuddy Duddy Judge and voting in Vote, Baby, Vote, which became a public service announcement for voter registration and the Motor Voter Bill. Inspired by the I Ching, the record was meant as an inward counterweight to the outward view of World Clique. Kier said that if you look outward you should also look inward at what you are doing as an individual.
The band pledged a portion of the profits to Greenpeace, and it was one of the first Warner titles issued in the folding Eco-pak package. Runaway came out in May 1992, three weeks before the album, and topped the dance chart. Thank You Everyday followed in September and failed to chart, and Pussycat Meow, issued only on 12-inch vinyl in November, reached number 6 on the Billboard dance chart. None of the singles reached the Hot 100.
Reviews were mixed, though Christgau gave it a three-star honorable mention. The Washington Post's Joe Brown wrote that nothing was as instantly infectious as Groove Is in the Heart but that the blend was more consistent. Pitchfork later described the album as more inward-looking and specific in its politics, with a 1950s look for the band.
