After two records with Kramer, Low recorded their third album with Steve Fisk in Seattle early in 1996, with John Goodmanson engineering and Greg Calbi mastering. The band's own site describes Fisk's production as more open and lush than Kramer's. The cover shows nearly all of Parker's minimal drum kit. Over the Ocean became a college radio hit, and the vinyl edition added two songs, Prisoner and Tomorrow One, that later turned up on A Lifetime of Temporary Relief.
Pitchfork gave it 8.5 and Rolling Stone four stars. Stephen Thompson of the A.V. Club found everything on it engrossing and gorgeous. It was the last of the Vernon Yard albums.
