Recorded at Hook End Manor in the summer of 1993 with Steve Lillywhite producing, it was released by Parlophone in Britain and Sire and Reprise in the United States. Chris Dickie engineered and was credited as producer. Mick Ronson had died that year, and the album was rumoured at the time to be his last work. Lillywhite had mixed "Ask" for The Smiths. Whyte and Boorer split the music between them, each writing five or six songs.

"Spring-Heeled Jim" includes dialogue from the 1959 documentary We Are the Lambeth Boys, and "Billy Budd" samples a line from David Lean's 1948 Oliver Twist. The album reached number one in Britain, number 18 in the United States and went gold in Britain. Three singles were released: "The More You Ignore Me, the Closer I Get", "Hold On to Your Friends" and "Now My Heart Is Full".

Q and Blender gave it top marks, and it reached the top ten of Q's albums of 1994. Pitchfork's Jason Heller called it one of Morrissey's most vital solo albums in 2014. A 2014 edition added a 1995 concert from the Theatre Royal in London.

The title may allude to the 1987 film Withnail and I. Vauxhall is also a London district noted for its gay clubs, and the name of a British car maker. "The More You Ignore Me, the Closer I Get" was the only Morrissey single to reach the British top ten in the 1990s. It was also his one chart success on the American Hot 100, at number 46.

In his 2014 Pitchfork review of the reissue, Jason Heller called "Spring-Heeled Jim" the album's most successful song and "Why Don't You Find Out for Yourself" one of Morrissey's most quietly magnificent solo songs. He found Lillywhite's production atmospheric on the ballads but muddy on "Billy Budd", and he called the record Morrissey's first truly mature one. The 1995 bonus concert holds only one Smiths song, "London", and ends with "Now My Heart Is Full".
