The band's official history says the song is named after their time in the nation's capital, and it lists the song among the blisteringly fast hardcore on the 1982 debut. In 1979 the band was blacklisted from many Washington area clubs because of their destructive fans, and the song later addressed that. They also found themselves banned from The Bayou after opening for the Damned.
An early version was recorded at Inner Ear in 1979 and appears on Black Dots. Entertainment Weekly called the early versions of this song and Pay to Cum "mosh-pit anthems". The song was re-recorded for Rock for Light, where it runs 2:03, and the 2003 compilation Banned in D.C.: Bad Brains Greatest Riffs takes its title from it.
