In 2017 a hacker stole demo tracks from her Google Drive and leaked them, and she scrapped the planned third album. Work on its replacement began in November 2018 at Flume's studio in Los Angeles with A. G. Cook as executive producer. After two weeks she decided it would be a studio album rather than the third mixtape of a trilogy. Most of the writing and production took place in Eagle Rock between January and March 2019, and "White Mercedes" was recorded at Andrew Watt's home. The working title was Best Friends until Cook suggested Charli.

She announced it on 13 June 2019 with 15 tracks and 14 collaborations. The singles were "1999" with Troye Sivan, "Blame It on Your Love" with Lizzo, "Gone" with Christine and the Queens, and "White Mercedes".

It debuted at number 14 in the UK and number 42 on the Billboard 200, and Metacritic averaged 80. NME's Hannah Mylrea called it "bold, brash and brilliant". It was supported by the Charli Live Tour, which began in Atlanta on 20 September 2019.
