Released in Japan on 7 June 1999 and in the UK on 21 June, it was recorded at Orinoco Studios in South London and edited with Cheeky Paul at Berwick Street Studios in Soho. Noel Gallagher sings Let Forever Be, Hope Sandoval of Mazzy Star sings Asleep from Day, Bernard Sumner of New Order sings and plays guitar on Out of Control with Bobby Gillespie on backing vocals, and Jonathan Donahue of Mercury Rev sings Dream On. Let Forever Be pays homage to the Beatles, and Michel Gondry directed its video. Of The Sunshine Underground, Rowlands said they wanted it to sound like a live band finding its feet, and that a live version of Spiritualized's Angel Sigh influenced it. The track went through many versions and the final one is a composite of different takes.

The cover is a treatment of a photograph titled Jesus Amongst the Fans, taken by Richard Young at the Great British Music Festival at Kensington Olympia in 1976. The Jesus was a music fan named William Jellett. Ed Simons told Q they liked the idea of everyone else sitting down and chilling out while one person was really getting it. Kate Gibb made the screenprint artwork. Four singles were released: Hey Boy Hey Girl (number 3), Let Forever Be (number 9), Out of Control (number 21) and the five-track Music: Response, which was not eligible for the chart. The album reached number one and was certified double platinum in 2005. A 20th anniversary edition appeared on 22 November 2019.
