Side one was recorded on 4 April 1977 with a band called The Bullets, including Linda Ronstadt and Nicolette Larson. Side two gathers songs from 1974 to 1976, including Like a Hurricane, cut with Crazy Horse in November 1975. Young described the album as more of a report than a concept. Paul Nelson in Rolling Stone praised the gale-force guitar on Hurricane. Dean Stockwell designed the cover.
